for the last two months, he's been a prime suspect in the bryan stow beating case but now the l.a.p.d. says he's no longer connected to this case. and it's what was found inside an oakland home that made arson investigators suspicious. breaking news. a powerful explosion has just rocked billings near a government center in europe. breaking news from norway. a loud explosion has just shattered windows and led to evacuations. there are injured people walking the streets. it's not clear what caused the explosion. again, it happened in oslo, norway. stay with "mornings on 2" for the next two hours for updates on this story. we're also following stunning developments in the bryan stow beating case. police have arrested two new suspects for the brutal attack. >> reporter: i just got off the

phone with l.a.p.d. and they said they are changing their tune. "the associated press" is reporting that the two men were arrested in connection with the stow case. although police have not released their names or any other details. "the los angeles times" reports the investigators have circumstancal and physical evidence. you may remember back in may that ramirez was named a prime suspect in the case when he was arrested for a parole violation. but since then, his attorney provided documentation that proves it was not him. >> this is a true lesson of the judicial system in this country, specifically the fact that everybody should be assumed innocent until proven guilty. unfortunately, when i jumped in the case, it was the complete opposite. >> reporter: paramedics and emts who work with stow say there's not a day that goes by that they don't think of him.

friends say they hope police have arrested the right people this time. >> we just have to hope they are following good leads and making good decisions. >> i'm carbs shusly opt -- cautiously optimistic. we thought they had the right person before. we'll have to sit and wait and see on this to see if they got the right two people this time. >> reporter: now, i just got off the phone with l.a.p.d. they say no press conference as of yet. of course, i will try to get in contact with members of stow's family. live in san francisco, i'm paul chambers. ktvu channel 2 news. one person is in the hospital after an overnight house fire in oakland. it all started about 2:30 this morning on 4th street. jade hernandez joins us now with how butane tanks and marijuana might actually be responsible for the flames.

jade? >> reporter: mike, it's what was found inside of this home that made the arson investigator suspicious. this is what firefighters are dealing with still out here this morning. they took pictures of one of the butane tanks found inside of this home. i want you to take a look at this video. the arson investigator roomed this a suspicious fire and says it appears the -- roomed this a suspicious fire and says it appears the suspicious may have been trying to heat it up to smoke marijuana. >> i ran out here. i thought there was an accident. but when i ran out here, i saw larry laying on the -- on the lawn on his back and he didn't have a stitch of clothes on, burned right off. >> reporter: we're told by the investigator that the butane

acted as an accelerant to the flames this morning. this is what we know so far about this two-alarm fire. a pittsburg police officer first noticed this. he saw a yellow flash and then flames. the victim lives here with his grandmother. the grandmother was not home at the time the fire broke out at 4:30. the home is located at 4th and main and left the man with burns over most of his body. he was airlifted to the hospital. the man said a butane tank exploded in his home. the battalion has been updating us all morning and just gave us an update with the marijuana honey. >> we've had other incidents in our fire district where we've had butane containers used inappropriately that have caused fires and caused significant damage. >> reporter: 2001 of the biggest concerns for firefighters this morning was

the close proximity of the homes in this area. they had to make sure that the flames did not spread. luckily, no one else was hurt, just a man inside the home at the time the fire broke out. he did suffer second and third degree burns over most of his body. very serious injuries this morning. luckily, nobody else was hurt. jade hernandez, ktvu channel 2 news. >> thank you, jade. firefighters battled a fire on patterson. it burned an estimated 600 acres. newschopper2 was over the area just about an hour ago and the fire seems to be mostly out. no injuries have been reported and no structures burned. it's 7:02. concord police say underaged drinks was just one of the illegal activities happening at a home overnight. neighbors saul police to complain about a large party on walnut avenue near farm bureau road. officers say they were -- there

were close to 300 people at the home. they gathered for a birthday party for a 17-year-old girl. the teenager said things got out of hand when partygoers started to throw bottles at the officers. >> i caught a couple of people yelling at the police and saying stuff to them. but i was like, you need to respect them. they are doing their job. >> no officers were hurt. the homeowner was arrested for disturbing the peace and receiving -- receiving what police say were two stolen motorcycles. we're learning that some of pg&e's safety records may have end under in the trash. pg&e was supposed to turn over the documents as a result of the explosion last september but a former pg&e worker says a top official acknowledged to him that they may have been thrown out. the official says the documents likely got lost during a move from pg&e's san francisco's office to a location in walnut

creek. these details were unveiled in a new report released yesterday. in central new york, one person was killed. at least 20 injured in a fiery crash between a tour bus and big rig. the happened on interstate 90 early this morning. both vehicles caught fire. it appears a u.s. soldier helped somebody. authorities say he drove on the scene and pulled passengers out from the burning bus. one passenger claims the bus driver fell asleep. the accident is under investigation. new numbers show more children are dying after being left in hot cars researchers say an air bag that urged children to -- parents to put children in the rear seats of the car worked very well. but they say it had the unintended consequence forgetting about their

children. that's tushy because they are out of sight -- that's usually because any are out of sight -- they are out of sight. it's 7:0. we want to check in with -- it's 7:08. right now we're looking at the the commute on highway 24 westbound coming up to the walnut creek area, la fayette and getting up to oakland. it's a nice drive all the way through the tunnel. this morning's commute is gonna be okay if you are driving in san francisco after a short delay at the bay bridge toll plaza. not much of a delay if you are trying to get in the city. if you are driving in hayward, there is a minor accident on the shoulder causing a little bit of slow traffic. but definitely a lighter than usual commute.

let's go to steve. today, still some sun but another series of systems moves into the pacific northwest. one of the high-pressure systems stays -- actually, it's in the middle of the country and now it moves to the northeast. that allows low pressure to settle in over the west coast. it will be sunny, nice, warm. just not as warm as we had a couple of days ago. patchy fog. there's signs that we could get more clouds. you can see the fog out there. it's stacked up quite well. it extends well inland and also out to sea. we had a cooler pattern coast and bay and now it will be inland locations today. as the cooling trend takes us to bottom out tomorrow.

7:22. a southern california woman accused of mutilating her husband will be in court today. 48-year-old katherine becker will be arraigned in orange county. police say becker drugged her husband and severerred his -- severed his genitals last week.

the letter was in response to this letter right here, a source gave me this letter. it's from the police union's lawyer to the city -- to the department of employee relations. it basically says that -- it's accusing the chief of hiring chief jeff godown. now, last week, chief batts announced he was hiring jeff godown as deputy chief. he used to be the interim chief in the bay area. he came toot bay area when george gascon game the -- to the bay area when george gascon became chief. they say godown had been hired without any prior notice to the opoa. that's because they say it violates a memorandum of understanding between the police and the union. and it also says there's no institutional recollection of a deputy from being hired from the outside ever before.

now, in response to what the union has said. i got a letter via cynthia perkins from the personnel office saying that chief batts was well within his managerial discretion to appoint godown tas the deputy chief. i called the oakland officers association to get a comment from them two days ago. still have not word from them. still waiting to hear from the chief. he said despite the fact he's well within his rights to make this hire, he's gonna meet with the police union anyway. we'll find out what the meeting is to be about. back to you. >> thank you. san francisco police officer who has been the subject of several brutality lawsuits has now been fired. 45-year-old jessie cernum has been fon the fours for 16 years. he was put on desk duty four years ago after a string of

incidents on july 4th. on july suspect, he was fired for comments stemming from an incident from 2007. b.a.r.t. police have released surveillance video of the deadly confrontation between the officers and the suspect. the video showed the officers exiting the train and opening fire on 45-year-old charles hill less than 30 seconds after their arrival. that knife is the one that police say hill threw at officers. police stay they found another knife near his body. and the chief medical examiner says the bullet that killed kenneth harding did not come from a police officer's weapon. ktvu's claudine wong is live in the newsroom this morning with that part of the story. >> up until now, it was assumed that kenneth harding died because police shot him. so the focus has been on whether the shooting was

focused or not -- was justified or not. the chief says tests reveal that harding killed himself with his own gun. in the last few years, officers only used .40 callie bur gunman. the bullet taken from harding's head was a million 3 weapon. >> the bullet removed from list head is not consistent with the ammunition used in the police department. >> people could cover things up. you never know. >> reporter: the shooting has prompted several rowdy demonstrations in the last six days. you are looking at a video. this was a meeting to try to ease tensions. the big question now is where is that gun to police believe harding used to kill himself.

not involved in the beating. >> reporter: very true. as you say, ramirez has not been charged anymore. he's been exonerated, actually, in fact. the two men were arrested on wednesday in connection with the bryan stow case. as of right now, the police are not releasing their names or any other details about their arrest. however, the "l.a. times" say they have physical evidence and circumstancal evidence. the paramedics and emts who work with stow say there's not a day that goes by

fire investigators in contra costa county say a dangerous comtwinnation involving butane -- combination involving butane gas and marijuana likely caused an overnight fire on 4th street in oakley at a house. jade hernandez joins us now. investigators say they've seen this dangerous combination before? >> reporter: they have. and they have a warning morning -- this morning. tori, the arson investigator took our cameras inside this home this morning. the reason firefighters found 100 super butane containers at this location. that's a highly unusual amount of tanks and it made investigators suspicious. he said it appears they were using the butane to heat the marijuana to smoke that. investigators say it's highly flammable. so far they found that the

butane acted as an accelerant. the fire broke out at 2:30 this morning. an--duty police officer noticed -- an-duty police officer -- an off-duty police officer said a butane tank had exploded. now, sleeping neighbors ran from their homes. >> our first thought, our house is getting on fire as well. it was scary. >> i heard an explosion and i smelled smoke. i checked the basement. i looked out the window and i realized that it was the corner house. >> reporter: we've been told that the man lives here, his name is larry, he lives with his grandmother. he suffered second and third- degree burns over a large portion of his body. now larry's grandmother we're told was at the hospital at the time the fire bloke out. she was not home -- broke out.
